What precisely is the job that Ken Fiola and FROED do for the citizens of Fall River? I don't just mean the job description FROED might have on file for the job of Executive Vice-President, which is Ken Fiola's job title. I mean, just what is it this man does for Fall River?

The exact working of FROED, Ken Fiola , and the Redevelopment Authority (RA) has always been murky territory. I don't think anyone really understands the day to day functions of each and the interactions between the three, Fiola, FROED and the RA. I think the parties involved wish to keep it that way, a nebulous set of arrangements and mutual agreements few, if any, Fall Riverites truly understand, at least in terms of what is ACTUALLY done. In my many years of government experience I have found nothing more useless than mission statements and job descriptions when it comes to the way things are actually done. They are most often only used as a basis for firing people for lack of performance or violations of the duties contained within.

So what do we REALLY know about the workings of FROED, the RA and Fiola? If we had a copy of Mr. Fiola's contract we might have a better understanding. I've personally never seen one posted anywhere. I've heard that FROED/  Fiola receives  upwards of 10 percent for every grant contract signed and delivered. Is that in addition to his nearly $200,000 yearly salary and benefits? How much goes to FROED, and how much actually goes to Fiola? Who does the audits of these public bodies, the RA and FROED? If they are receiving grants, they have to be audited. Is this 10% figure written into Mr. Fiola's contract? If so, would that not create an rather negative incentive, making Mr. Fiola's interest one of grant collection as opposed to real economic development? There is just so much we do not CLEARLY know about FROED, FIOLA and the RA. I think it's time we find out!

One thing we do know is that Mr. Fiola's actual function is to hob nob with various political people and bodies to attract grant funds  which may or may not result in actual development of Fall River industry and business. Over the course of these many years, it might appear to be the ONLY thing with in which FROED, Fiola and the RA are actively involved.

Sure, Fiola and the hyper-political Flanagan administration worked with Senator Menard behind the scenes to engage the Wampanoags and many in the State House to bring about the expungement of land use restrictions for the 300 acre parcel of land originally planned for the Bio-Park. Prior to that senate vote, and  as quick as you know when proposed by FROED/Fiola and Mayor Flanagan, the RA voted to take control of the land in question, and entered into an agreement with the Wampanoags to sell them the 300 acres for a destination casino over the protests of those within the conservation community who were instrumental in bringing about the land use restrictions for this specific parcel, and whose memory of events seems far more clear than Senator Menard's. This is NOT a surprise, given that outgoing Senator Menard lied outright about getting an opinion from the Attorney General about Constitutional requirements for changing the purpose of the parcel's use. It really doesn't matter though, it's becoming pretty apparent that the fix is probably in on this project's approval. The only thing not finished are the signatures on contracts and a shovel in the dirt.

We may never know if Fiola has a separate agreement with the Wampanoags, or even if such outside agreements are allowed by his current FROED contract. But it would not be a surprise. You see, politics is at the root of all FROED's, the RA's and Fiola's dealings. How could it not be?

The involvement of  past political actors friendly to the powers that be locally and at the state level is a primary tool used by FROED , the RA and Fiola to bring home the bacon to Fall River. How much bacon, and to whom it goes is the question.

One example comes to mind, and it's one being talked about by insiders at City Hall who are not happy with what is happening.

Take, for example, the following proposed wind project supported by Mayor Flanagan, and his point man from FROED, Mr. Fiola.

At question is acreage that is protected by the same Article 96 of the State Constitution that was involved in the 300 acre controversy with the destination casino, aka the Southeastern Massachusetts Bioreserve. There is serious question about the parcel's allowable land use and who actually has control over the land itself, in opposition, it would seem, to what Mayor Flanagan states in his letter to Massachusetts Clean Energy Center (MCEC).

In fact well placed insiders at City Hall who have extensive, first hand knowledge of meetings where this property and  proposed land use has been discussed acknowledge these issues are hotly contested and claim were once angrily addressed by Fiola in an extreme and demanding manner. Reportedly, some working for the City are being DIRECTED to accomplish tasks related to the technical side of the project which they do not believe will work. Sounds a lot like working for Mayor Correia. I wonder why?

It may go back to the "10%" payment for grants going to FROED/Fiola. At immediate question is this Copicut Wind project. It is illustrative of what could well be happening and why there is such a priority placed on grant application and reception as opposed to actual REAL economic development in Fall River.

Note the total grant amount of $77,000.  But it's the actors involved in this grant process , and the process itself, that are just as interesting as the amount.

Previously I have stated that FROED / Fiola and the RA, in actuality, influence, and are influenced by,  political actors locally,  at the state level, and on occasion, the federal level as well. It's main stock and trade is influence peddling, for lack of a better term. The objective becomes personal gain for FROED/Fiola and the RA, as opposed to actual Fall River economic development, whether that personal gain is money, influence or pure political power. This is accomplished  by establishing a series of quid -pro-quos with the actors involved, be they formal or informal in nature.

I have said previously that in order to see who is really doing what, you need to "follow the money". Well it was never truer than in this case.

 Guess who has been pre-selected (before the grant was awarded) to conduct this study? It is a company named TRC. And who runs TRC? John DeVillars. Former EPA New England head, and former Secretary of Environmental Affairs for the Commonwealth of MA. This is where the extended family of political actors on all levels develops into a never ending process of  likely quid-pro-quo situations. De Villars is hired by TRC, TRC then has the confidence of the State Department of Environmental Affairs (DEA), and then a vendor, FROED/Fiola and Fall River, applies for and receives a grant with DEA and hires TRC, who employs a very politically influential person, DeVillars, and an ex-employee of the granting agency.

One hand washes the others, back and forth, and it's all done through many layers and many buffers. It sounds like a mafia scheme. But it's how YOUR community does business to "develop the local economy". I think it's done this way to create a system of cash payments, like the 10% payment proviso (it doesn't HAVE to be formally written down...it only has to be the agreed upon rule between the parties...thank you Prof. Kinsfield) and political deposits for future withdrawal...like future political campaigns for higher office.

Money, influence, political power. Why should we be surprised?! You know this has been the ugly truth for some time now. How many countless grants has FROED/Fiola crowed about on the pages of the HN  over the last 5 years which were never brought to fruition in terms of actual new  jobs or tax base growth. If one project actually happened, the casino, brought about by a major economic failure for the region as a whole, does this mean FROED/Fiola and the RA and Mayor Flanagan can be seen as successful in developing the economy of Fall River? Given what we can see is happening, given what you know about the process and those involved, I think not. The people of Fall River are NOT the direct beneficiaries of all this activity. In fact, the people of Fall River are being hurt by FROED/Fiola, the RA and Mayor Flanagan's lack of leadership and the hyper-political influence trading occurring in  place of REAL economic development

I have to take a shower now. All this self interested influence peddling is dirty, disgusting business.

  1. Fiola does have an offer from the Wampanoags pending the casino deal.........and the copies are in the hands of certain people waiting to expose them at the appropriate time.

    Look at it this way its our gain and the Wampanoags loss if he goes to work for them!!

In additional to all of this, lest we forget the child like temper tantrums that Basketball Jones is prone to throw when things don't go his way, like the time he threatened a high school ref when he made a call that didn't favor his little girl. There was an article about it in the Herald way back when that seems to have mysteriously vanished, but if you look at some of the older comments on the HN site by George Harrison or WestCoastTransplant, there's links to the article that describe Fiola throwing a "Dice-K style fastball at the referee's head". No wonder his daughter thinks it's acceptable to raise her hands to her father, with the great example he sets.

    I've said it before and I'll continue to say it: Ken Fiola is a certified Dick Head. At best he is a professional failure, who resorts to crying like a baby to save his job; at worst he is a morally reprehensible scumbag and unbelievably corrupt (look at the contributions made to his wife's campaign, the same campaign he was the treasurer of, no conflict of interest there. Just ask Winn, Fish, and the fine folks at Peabody Properties). I'll be coming home to visit soon, maybe I'll stop by Work Out World and let him know what I think, I'm sure he'll be there having a pose down and oiling up his muscles with fellow "hardbody" Arthur "Goodfellas" Frank.

    I find most of Fall River's "usual gang of idiots" as a amusing annoyance most of the time, but Fiola is one of few who genuinly evokes a sense of anger in me. It is so frustrating that someone can operate so flagrantly and transparently corrupt, flying directly in the face of common sense and common decency, and no one says Boo, not word one, he just goes about his business, or lack thereof, and gets away with all of it scott free, mocking and laughing at us all the way to the bank (probably the bank run by his good time buddy Nick "Sit down and STFU" Christ)!

    Ken Fiola is a Dick Head, and DIAF would be too good for him. Go eff yourself, buddy! Thanks for letting me vent, Laz, and watch out for flying sucker punches and basketballs!

  5. And while I'm thinking of it, whatever happened to the FREE Initiative? Remember a little over a year ago, there was all these clandestine, "invitation only" meetings and forums, and then a whole bunch of fanfare when our ol pal Hamhocks LaRue, with the FROED with the usual suspects front and center, and a bunch of people, including some Karam cohorts from some Newport group, announced they would be daylighting the Quequechan and getting all kinds of Obama money for Green Energy? I even remember there was a "task force" with a bunch of people on it, including that mouthbreather the Hurricane, believe it or not. I've been asking around and no one seems to know what I'm talking about, and I may be crazy, but I aint that crazy. I remember shitting all over this thing at the time as a weak re-election scheme from Bob, funny how it's now like a figment of my imagination. Laz, you gotta know what I'm talking about! Charlotte D? Anyone?

    Also, the Herald News can eat a hot bowl of dicks for archiving all of their old articles and charging, let me repeat that because it bears repeating, CHARGING, to view archived articles. And not for cheap, either, mind you ,you gotta see the rates to believe it:

  6. Anyone know what's going on with the city budget and unions and the employees not taking paycuts? A friend of mine who works for the city said the mayor is laying off people again. Haven't seen anything in the paper. Anyone know what's going on?

    Mi blog es tu blog, mi amigo, any old tiempo you want! Never worry about that. Your comments always inform and bring many a wry smile and loud laugh everytime I see them, so keep venting! The couch is always available, and the Doctor is in!

    Yes, I DO recall ther "FREE" initiative. I'm sad to think the "wife beater wearing wife beater" was on this fraudulent committee of the dazed and confused, but yes, I do recall how we all were going to see the beautiful waterfalls again, probably with colored ligts inside the falls at night so we could be called the "Niagra Falls the lesser" and become a stop on the "Ripley's Believe It or Not" travel giude. The only trouble is they'd have to watch out for all those dope mavens and coke heads trying to go over the falls in overstuffed recycling bins after a rough afternoon session at the "Justice" Center. And yes, we were going to be able to host the worlds largest "Lawn Bowling" tournement after making old route 79 a green belt near the Mighty Quequechan as it ROARED it's way to the great falls. It would make James Fenimore Cooper's relatives very happy to see the stage set for the writing of a new take of his old classic story, revised as "The Last of the Wampanoags", where a young, orphaned basketball playing lad named Weeper Fiola was taken in by a Wampanoag warroir, Cheif Cedric Cromwell , while he and Cromwell's son, LottoBucks, and young Weeper roamed the back alleys and side streets of Ye Olde Quequechanville in search of Green 2 liter Mountian Dew bottles and used hypodermic needles to trade for beads and corn liquor, which was always in short supply whenever the "wife beater clan" came out of their Internet radio station cave.

    Is that the "Free" initiative you were talking about?....My details may be a bit off, but I DO most definitely remember it as the way you put it, an election year trial balloon. But then again, we have those each election season, allways a variation of the same theme, you know, "Revitalize the Waterfront", "Clean up the Waterfront for Development", "Take Waterfront Parcels by Emminent Domain to Stop LNG", and last year's new attempts, "Open up the Quequechan", and "Let's Place Food Carts on the Waterfront"... yeah,....they can serve roasted Norwegian Water Rats , fresh caught daily off the tie ropes of the USS Massachusetts.

    (Deep sigh) Don't mind me.,..it's this humidity...it makes me cranky!

  8. BTW...I also think it's outrageous that the HN is trying to charge folks many, mnay times more than it's worth to dig up its atrociously bad reportage' from the past, but I understand people wanting to hammer the powers that be, and the HN itself, with their own words whenever possible.

    The HN sinks deeper and deeper into a sink hole of journalistic failure and disgrace. It is no longer p[ossible4 for it to fulfill it's traditional "4th Estate" role of informing the public and examining the issues. It fails by all measures and standards. It has become a predictable and sad joke, only becoming novel in the every growing number of instances where it futher defiles itself as an institution and community leader.

    In a City that sorely needs some serious soul searching and independent examination, this pile of media effluent fails miserbly. For this, we are all the lesser.

Now...in terms of the budget i believe that the Flanagan administration is simply playing for time and a miracle, hoping that some bill passes in Washington, another Jobs Bill, or stimulus bill, or more grants made available for city policing, for example, to provide funds to make available known revenues to spend on other parts of the budget. That's a long way of saying, we'ze pretty much broke and screwed.

    The City Council and the Mayor know this....if more revenues are not found, and no further salary or benefit concessions are made, there will be yet another round of "in-year" cuts required to balance the budget before the REAL tax bills are sent out, before DOR will certify the budget as realistic and balanced.

    The City is playing for time. The trouble with that is there is no comprehensive financial planning happening. Precisely when things are the worst is the time you need it the most. Neither the Mayor nor the City Council has the political will to make the hard decisions on both the revenue enhancement side or the reduced expenditure side to bring the City's regular, ongoing projected operating budget needs in line with regular, self sustaining (including property taxes) projected budgeted revenues. All of these two year grants are glorified, but much appreciated, gimmicks.

    I think Flanagan et all are hoping for a Democratic control of the Congress and quick passage of new revenue measure in Congress to save the day for FY 2011. I'm not so sure it will be forthcoming even if the Democrats maintain control.

    It's well past the time to bite the bullet and make tough decisions ..... but that doesn't mean it will happen....when it comes to tough decisions, Fall River's pols are no "Profiles In Courage".

  10. Wigberto, I do know what you are talking about and most of the HN articles can probably be foun at the public library. Just because the HN likes to delete their articles so we can't reference what the Mayor may have said previously doesn't mean copies of those articles aren't available. Pay for them , I think not.

    Btw there was a big article on a local mfg company Duro who employs over 200 people in the Boston Globe today....you won't find that in the local hometown paper though. Nor will you find any information on initiatives put forth in the city you need to read the southcoast today or boston papers.
